"plugin device1 app read data of device1, then plugin device2 app read data of device1 again" - this is unclear. We don't know what you call "plugin device", how it's connected, what serial port is used, how port is configured and opened, how do you identify that it's "data of device1 again". Please refer to minimal reproducible example.
